San Antonio City Council Advances New Economic Incentives and Wolff Stadium Redevelopment Plan
The San Antonio City Council recently reviewed proposals for new economic development incentives and the redevelopment of Nelson W. Wolff Municipal Stadium. The council expressed unanimous support for the stadium's transformation, which will occur after the minor league baseball team relocates in 2029. The 32-year-old ballpark site, located at 5757 U.S. Hwy. 90, is slated for a mixed-use project featuring single-family housing under $250,000, medical offices, light industrial space, retail, and community recreation elements, with affordable senior housing also planned.
Simultaneously, the Economic Development Department presented an updated strategic framework for incentives, which municipalities must reauthorize every two years. Key changes include balancing job and wage calculations, establishing abatements for research and development, and directing more incentives to transit-oriented development (TOD) corridors. Businesses investing at least $5 million in TOD areas could qualify for a 50% tax abatement or rebate. Council members also advocated for incentivizing residential development, including affordable and "missing middle" housing, and implementing displacement strategies to support existing businesses and residents. The council is expected to vote on the plan on November 5.
