Miami’s Little Havana Considers Major Zoning Changes to Boost Housing Density
Miami's Little Havana is poised for significant housing development with proposed zoning changes that could permit larger apartment buildings and increased residential density. The plan, which is part of a decade-long planning effort, is currently navigating public debate and state review processes. If approved, some properties could see development capacity expand to 150 residential units per acre and buildings up to eight stories tall, affecting hundreds of properties in Little Havana and parts of the Miami River District.
City planners contend that expanding housing supply is crucial for addressing affordability, workforce, and mixed-income housing needs. However, the current proposal allows for additional market-rate housing without mandating income-restricted units. Florida's Live Local Act offers a separate pathway for affordable housing, granting development benefits for projects that reserve at least 40% of units for affordable rentals for 30 years.
Community discussions will continue, addressing design guidelines, a neighborhood revitalization district, and concerns from residents about infrastructure strain and the preservation of Little Havana's historic character. The state review process, potentially extending to six months, will also factor into the timeline. Developers and investors should monitor these changes, as they could unlock new development opportunities, albeit with potential design and timeline complexities.
