ValueRock Realty has submitted plans for an eight-story mixed-use development at 1670 Lincoln Boulevard in Santa Monica, proposing to replace the well-known Mel's Drive-In. The project, designed by Ottinger Architects, outlines 138 studio, one-, and two-bedroom apartments situated above 5,667 square feet of ground-floor commercial space. The development also includes semi-subterranean parking for 123 vehicles.

To allow for a larger building than typically permitted by zoning, ValueRock Realty is requesting density bonus incentives and waivers to other land use regulations. In exchange for these entitlements, 14 of the proposed residential units will be set aside for very low-, low-, and moderate-income households. This modern podium-type building will feature a rooftop deck and a central courtyard. The site is adjacent to another recently completed mixed-use building, continuing a trend of similar housing complexes along the Lincoln Boulevard corridor. This project exemplifies how developers can leverage density bonus programs to increase housing supply, particularly with an affordable component, in high-demand urban areas.
