Zoning Districts

Duluth, Minnesota Zoning Districts: What Do They Mean?

Zoning districts are areas regulated by specific laws that determine land use, building types, and development rules. Each district below shows its zone type. Duluth's ordinance does not state permitted uses as citywide flags, so they are read from each district's own table rather than summarised here.

How is Duluth zoned?

Duluth regulates land through 25 zoning districts, and it runs two frameworks at once.

The first is a conventional set: residential traditional and urban, rural residential at two levels, rural conservation, park, industrial general and industrial waterfront, and a mixed use family covering business park, neighborhood, institutional, commercial, planned and waterfront. Residential Traditional is the largest district at roughly 15,464 acres and Rural Residential 1 second at about 12,150.

The second is a numbered Form district series covering the city's commercial and mixed areas. F-2 covers low rise neighborhood mix, F-4 mid rise community mix, F-5 mid rise community shopping and office, F-6 mid rise neighborhood shopping, F-8 downtown mix and F-9 the Canal Park lakefront. Naming each by rise and role states both the intended height and the intended activity.

The waterfront is addressed three ways: Industrial Waterfront at roughly 2,372 acres, Mixed Use Waterfront at about 146, and the Canal Park lakefront form district at roughly 33. For a Lake Superior port city that separation between working and visitor-facing shoreline is substantive.

An Airport district covers roughly 886 acres and a Rural Conservation district about 774. This is pre-development intelligence, not legal advice - verify with the local planning department before acquisition.
