NYC Development Site Sales Set to Rise as Rezoning Opportunities Grow
Robert Knakal, a New York City investment sales broker, writes that the city's development site market is picking up sharply. His team expects sales volume to rise more than 30 percent in 2026 compared with 2025, based on the activity it is tracking. Formal statistics are not yet available.
He cites a Chelsea site his firm is marketing that has drawn more than 80 offers, the most on a single site since 2015, with pricing about 15 percent above initial high-end expectations. He also notes that established developers from Brooklyn, Queens and the Bronx are seeking their first Manhattan projects, adding competition for smaller sites.
The most notable shift, in his view, is the Department of City Planning's apparent willingness to consider rezonings, with added density sometimes well above early estimates. He says some owners are being advised to hold sites and pursue rezonings before selling. He also points to land value gaps approaching 50 percent in certain neighborhoods between sites with and without affordable housing requirements.
For owners and financiers, the practical takeaway is that a rezoning must be modeled against affordability obligations and projected financial performance, not just added buildable square footage.
