San Rafael’s Fourth Street Market Hall Project Scales Down to Eight Stories for Senior Living
The development proposal for 924 Third Street in downtown San Rafael, initially known as the Fourth Street Market Hall and Residences, has undergone a substantial revision. What was once envisioned as a 24-story mixed-use tower has been formally submitted as an eight-story senior independent living facility. This significant reduction in scale transforms the project from a potential skyline-defining structure into a midrise complex.
SRM Development is now listed as the developer and contractor for the revised plans. The approximately 85-foot-tall building is slated to encompass 326,550 square feet. This includes 191,600 square feet for 197 senior rental units, 24,950 square feet of commercial retail, and 33,400 square feet for ground-level parking. Nine of the residential units will be designated for low-income households, and the developer will contribute $3.5 million to San Rafael's Affordable Housing Fund. Urbal Architecture is responsible for the design, with Fazio Associates handling landscape architecture. The property occupies a 1.4-acre site bordered by 3rd Street, 4th Street, A Street, and Lootens Place, marking a notable shift in development strategy for this prominent Marin County location.
