Expanding Lender Appetite and New Bonding Legislation Advance California Modular Construction
Modular and off-site housing construction in Southern California is gaining momentum as financial institutions and government policymakers address longstanding development barriers. Speaking at an industry conference in Culver City, builders noted that diverse capital sources—including national lenders, regional banks, and debt funds—are increasingly willing to underwrite factory-built projects ranging from 40 to 500 units.
While off-site building accounts for roughly 5% of key construction segments, financing friction and surety bonding hurdles have historically restricted its scale. In response, federal authorities enacted the Road to Housing Act in July, directing HUD to identify financing impediments and examine potential standardized building codes. At the state level, a California bill sponsored by Assemblymembers Buffy Wicks and Juan Carrillo has cleared the legislature. The measure creates a state reinsurance backstop to help modular developers secure essential surety bonds typically reserved for traditional site-built projects.
Developers emphasize that aligning lenders and modular manufacturers early during contract structuring remains critical to manage front-loaded capital demands. These emerging legislative backstops and specialized loan structures significantly improve project feasibility for prefabricated multifamily developments.
