Los Angeles County Approves 104 Condominiums on Former Covina School Site
Last month, the Los Angeles County Regional Planning Commission granted approval for a new housing development in unincorporated Covina. The project, named The Cove at Clydebank, is spearheaded by RC Homes and will transform a shuttered elementary school campus located at 5034 N. Clydebank Avenue into residential units. Plans call for the construction of 104 two-story condominiums on the 8.5-acre property.
Project entitlements include density bonus incentives, allowing for a greater number of homes than standard zoning rules would permit. In exchange for these incentives, 16 of the new condominiums are designated as affordable housing, set aside for households earning up to 80 percent of the area median income. Angeleno Associates is responsible for the design of The Cove, which features structures arranged around private roads and includes multiple shared green spaces.
This development aligns with a broader trend in Los Angeles County where former school campuses are being redeveloped into housing, driven by declining student enrollment and the region's high housing demand. For developers and lenders, this project highlights the viability of converting underutilized institutional sites into much-needed residential stock, particularly when leveraging density bonus programs to incorporate affordable units.
